The cold shower is rarely the real problem
A gas water heater burns fuel inside your house. The exhaust is supposed to leave through the flue, up and out the roof.
If the draft hood has shifted, the vent pipe has rusted through, or the flue is backdrafting, that exhaust has to go somewhere else. It goes into the room. Carbon monoxide has no smell and no color.
That's why we check the vent on every water heater call, repair or not. We check the gas connection, the T&P valve, and the sediment in the tank the same way. Then we tell you straight whether that heater is worth fixing.

We check the draft hood and every joint in the flue. Then we test that the heater really draws its exhaust up and out.
Gas line, burner, thermocouple, and pilot
We check the gas line, the shutoff, the thermocouple, and the burner. A pilot that keeps dying is usually a thermocouple, and that part is cheap.
T&P valve test
The temperature and pressure valve is what keeps a tank from becoming a hazard. We test it, and we replace it if it's stuck.
Sediment flush
Phoenix hard water drops minerals into the bottom of the tank. That layer bakes on, wastes gas, and cuts years off the tank. We flush it out.

Usually it's the thermocouple. That's a small safety part that shuts the gas off when it stops sensing flame, and it wears out. Replacing one is an inexpensive fix.
